The Control Board for Cricket in India (BCCI) Royal Challengers Bangalore (RCB) outside the M Chinnaswamy Stadium in Bengaluru is ready to bring a major change after a stampede during the historic IPL title ceremony.
In a strong and immediate step, the BCCI is now planning to make official permission compulsory before the winning teams of the IPL organize any public celebration.
After anarchy on June 4 outside the M Chinnaswamy Stadium in Bengaluru, the board took the decision, where a crowd of about 300,000 gathered after 17 years to celebrate the first IPL title of RCB.

The moment of happiness and pride became scary because a deadly stampede killed 11 people and injured many people. This tragic incident shocked across the country, and local authorities have already started a full -scale investigation, but the BCCI was in a hurry to take action.

During the recent Apex Council meeting held on 14 June, the board appointed a three -member committee, which will determine strict rules for the events after future. Devjit Saikia, Secretary, Indian Cricket Board, who is leading the committee, confirmed that a detailed draft of the new festival protocol was being prepared and will be ready by 30 June.
As mentioned by Hindustan Times, Devjit Saikia said, “Draft (report) will be decided within 15 days, so till 30 June.” Apart from Saikia, BCCI treasurer Prabatej Singh Bhatia and Vice President Rajiv Shukla are the other two members.

The draft will allegedly include compulsory approval from the respective state government, local police, fire security and civil bodies, as well as a victory program with mob control plans before winning any team.
These approval will also have to go through the Indian Cricket Board to ensure that everything is done properly and cleaned to avoid such incidents in the future.
One of the major focus areas for the panel is to avoid any chaos during high-profile celebrations such as team parades or meetings from the airport in public places. If any such incident is planned, the panel is likely to suggest a wide and foolish security protocol that should be strictly followed to prevent accidents.

Once the final guidelines are prepared, the Indian Cricket Board will send the document to all IPL franchisees, which will make it clear that security will come first and no celebration can be done without full approval and proper plan. The purpose of this step is to ensure that everyone involved in the victory ceremony be happy and safe.

On the other hand, after the tragic stampede in Bengaluru, the Karnataka cabinet has decided to introduce a new bill focused on mob control. This proposed law is expected to include strict rules to ensure public safety during large meetings.
A major point in the bill is that anyone who does not follow the police instructions during such events can face action. The bill is also likely to hold event organizers responsible.
If there are any injuries or deaths due to poor planning or mismanagement, event planners may have to pay compensation to the victims or their families.
BCCI follows guidelines on IPL teams:
- No team will be allowed to organize a ceremony within 3-4 days of winning the title.
- Quick turnarounds will not be allowed to avoid early and poor managed events.
- Before organizing any celebration, teams should seek formal permission from BCCI.
- No program can be organized without written clearance before the board.
- Compulsory 4 to 5-tier security protocol
- Mulational security appearance will be necessary at all places and during transit.
- The security system should cover the team’s movement from the airport to the event site.
- Ensuring complete safety for players and employees in the event schedule.
- Permission should be obtained from the district police, state government and local officials
- All ceremonies must be greenlight by citizens and law enforcement bodies to proceed legally and safely.
