The Control Board for Cricket in India (BCCI) is to be included under the National Sports Government Bill, which will be introduced in Parliament on Wednesday. According to India Today, the BCCI operates independently and does not receive government money, but has been expected to include.
On Tuesday, the Ministry of Youth Affairs and Sports introduced the draft sports bill to improve India’s sports system. Time coincides with the board chairman Roger Binny at the age of 70 on July 19, which means that he has reached the age limit. According to the constitution of the board, they may need to step down soon.
BCCI to fall under National Sports Bill
This bill is ready to officially recognize the BCCI as the National Sports Federation (NSF) under the jurisdiction of the Ministry of Sports.

Till 2019, the Indian Board was not classified as NSF, although it came under the Right to Information (RTI) Act in 2020. With the new bill, the Indian Cricket Board will automatically fall under the category of an NSF, and all rules and regulations set by the Ministry of Sports will apply.
“The control board for cricket for cricket in India will come. While the BCCI does not rely on government funding, its inclusion was widely estimated, especially with Indian cricket teams to participate in the 2028 Los Angeles Olympics with Indian cricket teams,” a top sports ministry confirmed in India on Tuesday, July 22, 22 July.
Roger Binny can complete his term as BCCI President without legal obstacles
The National Sports Bill is expected to increase the maximum age limit for office-holders in all NSFs from 70 to 75 years. Individuals between 70 and 75 will be eligible for contesting elections and catching positions, provided that there are no conflicting rules by international bodies or by -elections in the specific federation.
The International Cricket Council (ICC) does not impose an age limit, and the approval of the bill will clear the way to complete its term as the BCCI president without legal barriers for Roger Binny.
Binny, who recently turned 70, is allegedly consulting Secretary Devjit Saikia and the legal team of the board to assess their options. However, the Indian Cricket Board has not yet issued an official statement on the matter.
According to reports, Binny was recently seen at Lord’s during the third test of the Anderson-Tendulkar Trophy between India and England and is currently on a family holiday in Thailand.
Sports Ministry drafted the National Sports Government Bill
The Ministry of Youth Affairs and Sports has drafted the National Sports Government Bill, 2025 to improve the method of operation of sports bodies and NSFS in India. The law is designed to increase transparency, preference athlete welfare and include international standards.
The step comes after years of improvement efforts with the aim of promoting moral practices, protecting the rights of athletes, and promoting a professional, dispute-free sports environment.
The bill wants to align India’s governance model with Olympics and Paralympic charters, strengthening the possibility of hosting the country’s major global programs, including a possible bid for the 2036 Olympic Games.
For the first time, athlete will play a central role in shaping sports policy. All NSFs, including the Indian Olympic Association and the National Paralympic Committee, will need to establish committees of athletes.
